The Chain of Identity: Why Every AI Action Needs a Human Anchor

Pillar Three of ALTR’s agentic data governance framework is the one that holds the entire structure together: maintain the chain of identity. Every action an AI agent performs must be traceable back to an accountable human being and that traceability has to be preserved throughout the full lifecycle of every data request. 

The Accountability Gap 

Here’s the fundamental tension at the heart of agentic AI: you’re deploying systems designed to act autonomously, make decisions, and execute operations, but you’re deploying them into a business and regulatory environment that still requires human accountability for every consequential action. 

AI agents cannot be held accountable. They can’t be fired. They can’t be fined. They can’t testify. They don’t have professional licenses to revoke. When something goes wrong, and in any sufficiently complex system, something eventually goes wrong, the question of who is responsible lands on a human being. 

If you can’t trace every agent action back to that human being, you don’t have an accountability framework. You have a gap. 

The Human-in-the-Loop Reality 

Gartner’s forecast puts fully autonomous agent operations, where humans are genuinely no longer in the loop, at 2030 at the earliest. Even that estimate is aggressive for most industries. Regulated sectors like financial services and healthcare operate under compliance frameworks that weren’t written with autonomous AI in mind, and those frameworks aren’t going to be rewritten quickly. 

PCI, for example, isn’t adopting a standard that removes human accountability from data access decisions anytime in the near term. Neither are most healthcare privacy frameworks. The regulatory environment will evolve, but it will evolve slowly and the enterprises that thrive in the meantime will be the ones that design for human-in-the-loop accountability from the start, not as an afterthought. 

The Service Account Problem 

The most common failure mode in enterprise identity governance, long before AI agents entered the picture, is the service account. A single credential that represents a tool or a pipeline rather than a person. All your Power BI traffic runs through one service account. All your ETL jobs run through another. 

The result is that you know Power BI accessed your database. You don’t know which Power BI user ran the report, what they were looking at, or whether their access was appropriate given their role. You have a log. You don’t have visibility. 

In a human environment, that’s an audit finding. In an agentic environment, where a single service account might now be the credential under which multiple AI agents operate, it’s a governance failure at scale. You’ve abstracted away the identity of every actor behind a single opaque credential. 

What Maintaining the Chain Actually Requires 

Maintaining the chain of identity means ensuring that every agentic action, every query, every data retrieval, every privileged operation, is associated with the human who authorized or initiated it, and that this association is preserved throughout the full lifecycle of the request. 

From the user, through the agent, through the query, to the data, and back. The chain doesn’t break at the service account boundary. It doesn’t collapse into a pipeline abstraction. It traces all the way through. 

This has practical implications for how you architect agentic systems. It means agents need to operate under credentialed identities that are scoped to their function and linked to the human principals who provisioned them. It means service accounts need to either be eliminated from the agentic data path or restructured to carry identity context rather than obscure it. It means your audit trail needs to be rich enough to answer the question: ‘Who authorized this?’ 

Why This Is the Hardest Pillar 

Observation is a tooling problem. Policy is a configuration problem. Identity is an architectural problem and it’s the one that requires the most deliberate design. 

It’s tempting to treat identity as a downstream concern, something you’ll sort out once the agents are running and delivering value. That’s exactly backwards. The harder it is to retrofit identity traceability into an agentic system after the fact, the more important it is to build it in from the beginning. 

The enterprises that get this right won’t just be better positioned for compliance. They’ll be better positioned to actually trust their agents because they’ll know, at every point, who’s responsible for what they’re doing.
